Professor JR DeShazo explains the objectives, background, and nuances of Los Angeles County's Measure W. The measure proposed a parcel tax of 2.5 cents per square foot of impermeable space which is estimated to raise hundreds of millions of dollars to support the capture and clean up of stormwater.
